Is Albany's "Tech Valley" finally living up to its nickname?

Last week, Governor Andrew Cuomo announced that five international computer chip companies, lead by IBM and Intel, will invest $4.4 billion in New York State over the next five years, with the state contributing another $400 million for research and development in Albany.
